Abstract Article 4 deals with the nature of States Parties’ obligations and it therefore relates ‘to all substantive articles Convention’ (Rishmawi, 2006, pp. 22, 57). Together Articles 42 44(6), comprises heading ‘General Measures Implementation’ in periodic reports (Hodgkin et al., 2007, p. 47; Rishmawi, 22; UN Committee on Rights Child, 1991, paras. 9–11, 1996, 11–24, 2002a, 58, 2015, 18–21).
